Jennifer has been with the City of Richmond since 2006 and is a highly motivated and approachable business professional with over 25 years’ experience in operations and project management. She has a proven ability to build productive teams; She researches and develops vehicle, equipment and program specifications with the user groups and technical staff to create RFQ for the acquisition and outfitting of the City’s Fleet adhering to the City’s Green Fleet policy. She works with a variety of business groups and staff to mentor, coach and define projects. Part of her job requires her to conduct various research projects to analyze potential improvements to procedures and processes. This also includes GAP analysis reports that have identified the City’s requirements for electric vehicle charging infrastructure now and going into the future. She has been responsible for every electric vehicle and equipment purchase for the City. Jennifer started at the City in the Finance department and is familiar with accounting, auditing, financial budget reporting, grant writing and the drafting of bylaws. Jennifer is also is a member of our DEI committee and Smart Cities Challenge team for Resilient Energy Power Sources for Emergency Assets and she also works with and coaches other members of her team that are involved EV Charging and Electrification of the Trade Corridor. The City is also the only Municipality to achieve an E3 Platinum rated fleet two audits in a row.
